So, there is only one there. And when I tested it, it didn’t appear. You want Users to be able to add records. If you want it to open to allow the adding of records you need The Recordsource or the Form don’t allow new records to be added, so you can’t see the blank new record either.
My GUESS – from the number of tabs – is that you are basing this Form on a multitable Query and that it has incorrect Joins, doesn’t return any existing records, and doesn’t allow updating.
